Prof. M.P.Gupta [Ph.D. (IIT/D)]Dr. M.P. Gupta is Professor and Chair-Information Systems Group & also Coordinator-Center for Excellence in Egov at the Department of Management Studies, Indian Institute of Technology Delhi (IIT Delhi), India . Prof. Gupta has co-authored the acclaimed book “Government Online”. He has also authored/coauthored about 126 research papers that appeared in National and International Journals/Conference Proceedings. He is the recipient of the prestigious Humanities & Social Sciences (HSS) fellowship of Shastri Indo Canadian Institute, Calgary (Canada) and was a Visiting Fellow at the University of Manitoba . Under the umbrella of ICEG; founded by him, more than 11 edited volumes have been released which are now available freely at www.iceg.net/2010. This is the largest collection of literature on the subject on e-gov. He has guided several policy making committees on ICT in the Center and State Governments in India (CBI, DIT, NIC, CDSCO, IGNOU, MP and Jharkhand Govt); also regular member of UGC, AICTE and UPTU expert committees.
Jeremy Millard

Jeremy Millard has 35 years experience working with new technology and society in Europe and globally. He has worked with governments and regional development agencies in all parts of the world. Recent eGovernment assignments include leading a pan-European study on eParticipation for the European Commission, the eGovernment Awards 2007, support to the inclusive eGovernment Expert Group of EU Member States, an impact assessment of EU supported eGovernment research, an extensive survey of eGovernment research and an in-depth evaluation of likely eGovernment developments up until 2020. He also works regularly on the use of ICT in regional development, in eBusiness, eWork, eSkills and on organisational change in the knowledge economy, including in developing countries. He supported the European Commission in developing the eGovernment Action Plan, published in April 2006. Outside Europe, he is currently assisting the OECD in examining eGovernment take-up and use, as well as the UN in developing its eGovernment readiness index, particularly in relation to eParticipation and eInclusion. He is also working with eGovernment partners in India and Malaysia, and supported the development of the Bahrain Government’s eGovernment strategy.
Dr. G. Narendra Kumar is the member of Indian Administration Services and is currently serving as Joint Secretary in the Cabinet Secretariat of Government of India and the coordinator of Department of Performance Management. He has served as the Secretary IT in government of Delhi, Secretary Technical and Higher Education in government of Delhi during his immediate past assignments. Dr. Kumar has been one of the leading officers of the government in implementing Government Transformation initiatives in the country.
